Public Procurement Assistant

Grade: B3

Salary: from €3 800 per month (gross)

Location: Strasbourg (France)

Temporary contract (min 6 months -max 1 year)

We are looking for a motivated and dynamic candidate who is able to quickly adapt to our existing structures and be immediately operational at the level required for this post.

The essential tasks for this post are:

  • working with end users across the EDQM to identify their purchasing needs;
  • advising internal clients on the most appropriate purchasing procedure;
  • ensuring that the competitive bidding and publicity rules for each purchasing procedure are respected;
  • ensuring that the award criteria selected by end users are relevant;
  • assisting end users with the definition and drafting of the functional/technical specifications;
  • preparing and drafting the administrative documentation for tender procedures;
  • providing support to end users for the drafting of bid analysis reports;
  • awarding the contract depending on the type of procurement procedure and providing feedback to unsuccessful bidders;
  • monitoring the execution of contracts, including contract amendments and renewals;
  • monitoring public tendering and market conditions for services and products in sectors of activity relevant to EDQM, to anticipate changes in needs;
  • where applicable, carrying out supplier negotiations with EDQM end users, including analysing supplier bids beforehand to obtain the best possible offer taking into account the award criteria;
  • providing support/advice to EDQM entities with regard to procurement procedures.

You must:

  • be a citizen of a member State of the Council of Europe;
  • have experience in tendering or procurement, preferably in the public sector, preferably with a higher education degree or professional qualification (e.g., CIPS) in procurement, preferably public sector procurement or a related subject;
  • have a very good knowledge of one of the two official languages (French) and good knowledge of the other (English);
