Programme overview

Although death by neurological criteria continues to be the foundation of organ transplantation throughout the world, there is growing acceptance of programmes for DCD - both controlled (cDCD) and uncontrolled (uDCD).

The Council of Europe and the European Commission are collaborating to encourage member states to enhance and expand their DCD programmes with the goal of increasing the availability of organs for transplantation. To support this, they have developed practical guidance entitled “Donation after determination of death by circulatory criteria (DCD). Good practices and recommendations for programme implementation” to help member states implement ethical and sustainable DCD programmes effectively.

This publication covers key aspects and principles of DCD, including:

  • a regulatory framework;
  • ethical principles and end-of-life care policies and protocols;
  • core elements of DCD programmes;
  • practical guidance and recommendations for policy-makers, managers and all healthcare professionals involved.
